The Three Moments of New Labour's Health Policy Discourse

Abstract
This article examines the three 'moments' of health policy discourse under New Labour. It contends that, since 1997, there have been two significant changes: the first from an initially very Fabian rhetoric to one based instead around performance measurement and investment, and the second adding a new version 'internal market', based around the application of the discourse of consumerism in the NHS, to the performance discourse of the first change. These shifts in the language of policy are matched by changes in its underpinning assumptions, and the frenetic nature of their introduction appears to lead to the conclusion that New Labour are resorting to a 'garbage can' approach to policy making. Spanish Este artículo examina los tres 'momentos' del discurso de la política sanitaria bajo el Nuevo partido Laborista. Sostiene que, desde 1997, ha habido dos cambios significativos: el primero desde una retórica inicialmente muy fabianista hasta una basada en medida de rendimiento e inversión, y el segundo cambio añade una nueva versión 'mercado interno', basado en la implicación del discurso de consumismo en el Sistema Nacional de Salud, al discurso de rendimiento del primer cambio. Desde la posición inicial del Nuevo partido Laborista, ha habido por lo tanto tres 'momentos' en el discurso de la política sanitaria entre 1997 y 2003. Los cambios en el lenguaje político presente se ajustan a los cambios en sus asunciones sustentadas, y la naturaleza frenética de sus introducciones parece dirigirse a la conclusión de que el Nuevo partido Laborista está recurriendo hacia un acercamiento 'basura' en la organización de la política a seguir. French Cet article examine les trois 'moments' du discours en politique sanitaire sous New Labour. Il soutient que, depuis1997, il y a eu deux changements significatifs: le premier provenant d'une rhétorique très fabienne au départ évoluant vers une rhétorique basée sur la mesure de la performance et de l'investissement et le second qui a ajouté un « marché intérieur » nouvelle version basé sur l'application du discours sur le consumérisme de la Sécurité Sociale au discours sur la performance du premier changement. En partant de la position initiale du New Labour, il y a donc eu trois 'moments' dans le discours sur la politique sanitaire entre 1997 et 2003. Les changements dans le langage de la politique actuelle correspondent aux changements dans les hypothèses qui sont à la base et la nature frénétique de leur introduction semble mener à la conclusion que New Labour a recours à une approche « poubelle » en matière de décisions.
